Our Certificate IV Local Government (Regulatory Services) has the vocational outcome of work as a Council Ranger, Parking Officer or Regulatory Services personnel working in Local Council. This allows participants to positively influence their local community through working with people to make a better municipality, while at the same time enjoying all the benefits of a Government Job.

Learning Outcomes

As a result of this course students will be able to:

  • Investigate a typical complaint received by Council
  • Prepare documentation to present at court
  • Work within the required OH&S safety standards

Purpose of the course

This course is aimed at people who are undertaking or would like to undertake duties within the Local Government (Regulatory Services) area. Primary duties are enforcing Local Government Regulations and Acts of Parliament.

Typical duties would see the participant issue infringement notices or investigate breaches of Regulations and Acts such as noise complaints, parking complaints and enforcement, illegal rubbish dumping, dangerous/nuisance dogs complaints, noxious weeds complaints, breach of development application (building sites) and proceed to court to give evidence.

Participants would be expected to perform a broad range of skilled applications including the requirements to evaluate and analyse current practices, develop new criteria and procedures for performing current practices and provide some leadership and guidance to others in the application and planning of the skills.

Assessments and classroom activities have been developed and contextualised to reflect the different roles of ‘Rangers’ within council.

Each assignment will reflect the duties of the participant and is not a ‘generic’ assessment where one assignment is used to assess everyone.

Participants can be confident they will be researching legislation, gathering evidence and learning the ’rules of evidence’ relevant to their skills.

Networking opportunities, speaking to the public regarding concerns or complaints are class room activities. Participants are then drawn together to solve problems and educate the public, specific to their duties.

Participants attend court during the residential phase. This allows the participant to gain first hand knowledge of the court procedures, protocols and information from senior police prosecutors, allowing them to complete assessment items.

Course Outline

Participants generally do not have to be employed or performing a role in ‘Regulatory Services’ to complete the course. Resources will be supplied to assist in assignments.

Practical ‘hands on’ simulated workplace scenarios are incorporated into the curriculum to allow participants who are not employed with Local Government to experience typical situations.

All participants are expected to research Occupational Health and Safety issues at the workplace. In the case of participants employed in other industries their assessment task will reflect their own workplace, those not currently employed , typical scenarios will be provided such as visiting a building site or public area to identify OHS issues.

Participants not employed with Local Councils will be expected to attend their Local Council and observe meetings, speak to experienced Human Resource managers and council rangers to better grasp the duties and assessment material.

Method of Delivery

  • The first commences with a 40 hour (5 days) residential classroom instruction followed by a structured format of tasks and assignments, with due dates given for each task to be completed.

  • The classroom session allows students to grasp the more technical subjects (40 hours face to face) residential at or near the participants workplace.
  • Participants are given an overview of their assignment / assessment tasks which are spread over the 12 months commencing at the conclusion of the residential period.
  • Participants will be required to keep a log of hours and duties worked for approximately 160 hours (4 weeks)
  • This is to be authenticated by an immediate supervisor or manager. For those not employed you will be required to keep the 160 log of hours, however you will be recording time for research and course preparation.
  • Part of those hours will be accumulated by attending your Local Council and viewing a Council meeting. (See assignment – Work effectively in the Local Government).
  • You will be expected to arrange to visit and speak to a Council Ranger and get an overview of their duties, the Human Resource officer or their representative and discuss the Organisational Chart and those responsible for various departments.
  • From these and other activities you will gain an appreciation of working within the Local Government environment. An independent person will need to verify your accumulated hours.

  • Enrolments for any of our courses are dealt with individually when an enrolment form is received. To facilitate timetable and venue bookings, enrolments are accepted one week prior to course commencement. Fees must be paid prior to course commencement and at the time of application. Course participants need to be employed as a law enforcement officer to complete the course as scenarios and extra material is supplies to complete the final assessable tasks. Upon enrolment which will be accepted on the enrolment application form by post, fax or email, the participant can nominate a course and venue which best suits them. Their place on that course, pending availability, will be confirmed and a tax invoice forwarded to the address on the enrolment form.
